Dear Friend:

Today, August 3rd, marks the completion of the first one hundred days of my administration. It has been a busy and productive time. We have made great progress toward the goals I set out in the campaign such as Roads, River and Rail as well as combating truancy and improving public safety. There is more to do and I need your help.

I have nominated three highly qualified individuals to serve on the Police and Fire Commission. Unfortunately, special interests are stalling these nominations and fighting the change that the community mandated on April 5 th.

Accomplishments of the First One Hundred Days

Education

1. Kick off of the Abolish Chronic Truancy plan with the daytime curfew ordinance and Community Foundation.

2. Ongoing meetings with the Superintendent, school board members, judges, prosecutors and truancy officers to develop tactics and strategies for the common goals of saving our kids and improving our schools.

Public Safety

3. Established a zero tolerance policy for businesses that allow their premises to be co-opted by violent criminals.  Businesses are now being held responsible for the activities on their premises. 

4. Vigorous enforcement of the liquor code.

5. Coordinating city and county tactical squad operations resulting in hundreds of recent arrests.

6. Passage of an anti littering ordinance to keep Rockford clean and beautiful.

Economic Development

7. Expanded the west side Enterprise Zone and coordinated tax abatements among local taxing districts to promote the location of a regional distribution center that would create over 500 jobs.

8. Reviewed and examined hundreds of potential development projects.

Intergovernmental Cooperation

9. Opening a dialogue with County Board whereby City issues are advanced so the community can better allocate common resources.

10. Forged a working partnership with U.S. Senators Obama and Durbin as well as U.S. Representative Manzullo

Staffing

11. Hired a new City Legal director and a new City Administrator.

12. Met with every department in the City to share a new vision and re-invigorate the city apparatus.

13. Taking care of the expirations and vacancies left by the last administration on important boards and commissions.

14. Worked with the RACVB and secured funding for the tourism and culture director with no impact on the city budget.  Currently interviewing candidates for the position.

15. Restructured drug free partnership to serve more people more efficiently by streamlining into human services department.

Infrastructure and Transportation

16. Obtained competitive grant for $2 million to widen Springfield road from Montague to State Street.

17. Working with congressional delegation, successfully obtained $13.2 million in federal funds for the reconstruction of two major highway gateways to the City of Rockford, West State Street and South Main Street.

18. Worked with Senators Durbin and Obama as well as Representative Manzullo to get $2.4 million for the NICRI, Northern Illinois Commuter Rail Initiative.  This will fund preliminary engineering and an “alternatives analysis” that will include exploring a rail connection at our airport.

19.   Created coalition between the Park District and Winnebago County to develop a comprehensive river walk plan. The coalition consists of a design committee and has already requested $4 million dollars from the State of Illinois to build the first phase of the project.
